Our four-year plan to deliver on the Community Vision
The Council Plan sets out our goals, priorities and actions for the next four years. It responds directly to our shared Community Vision and outlines how Council will work to bring our shared vision to life.
About the Plan
The Council Plan is built around four strategic directions that reflect Council’s priority areas and are aligned with the Community Vision themes: Place, People, Prosperity and Performance.
The Plan includes:
- The key priorities Council will focus on
- Our strategic objectives
- How we’ll measure progress
- Annual actions to deliver services and projects
Developed with input from more than 3,500 community members, our strategic plans reflect the ideas, priorities and values shared during the Our Peninsula, Our Future engagement process.
The Council Plan is reviewed every four years to remain responsive to change.

Each year an Annual Action Plan is prepared alongside the budget that:
- Outlines key actions that support the delivery of the Council Plan
- Includes targets for the performance measures
- Informs Council’s quarterly Community Reports
